Resolutions Passed by the Assembly
1. Anti-Immigration Bill HR 4437
This Resolution was withdrawn in favor of Resolution #2 which follows:
2. Support Comprehensive Immigration Reform
RESOLVED, That the Episcopal Urban Caucus endorse and advocate on behalf of
the resolution of the Executive Council of the Episcopal Church which requests
the enactment of comprehensive immigration reform legislation that observes the
following principles: - provide for an orderly and legal process for workers to
enter the United States to accept employment, - provide for the ability of
immediate family members to accompany or reunite with US worker relatives to
avoid the protracted waiting period which now frustrates family unity for
migrant workers - provide for a pathway to permanent residence and eventual
citizenship, - provide for protecting the rights of workers entering the US, -
provide for reasonable procedures for those now in the US without legal status
to adjust to legal status.
3. Funding EUC Youth
RESOLVED, That the Episcopal Urban Caucus add a supplement to application
materials asking for a voluntary donation to help fund youth attending the
Caucus, and that appropriate measures for doing this be worked out by a
committee of the Board of the EUC involving at least one youth Board member.
4. Bring More Youth to EUC
RESOLVED, That we send a packet of information to every bishop of the
Episcopal Church asking them to send two or more youth to EUC next year in North
Carolina.
5. Episcopal Urban Caucus Report to its Membership
RESOLVED, That the Board of the Episcopal Urban Caucus must send out the
Minutes of all its Board Meetings within 30 days of such meeting and that these
Minutes can be sent electronically to all of its members. Be it further Resolved
that the local site committee report to the membership about hotel selection by
June of the preceding year.
6. Membership Benefits of Caucus
RESOLVED, That the Episcopal Urban Caucus produce a list of all the members
of the organization that is shared with the membership. Be it further Resolved
that the Board of the Caucus identify by title what are the benefits of
membership that our annual dues go to support.
7. Hotel Policy
RESOLVED, That the EUC reaffirm the hotel policy set forth in Resolution #4
adopted by the February 24, 2001 Assembly and as amended at the Board meeting on
that same date. And that the committee formed to create a hotel policy be
reformed and provide a report on this issue by the 2007 Assembly.
8. Gender Equality in the Life of the Church
RESOLVED, That the 2006 Assembly of the Episcopal Urban Caucus formally adopt
the Millennium Development Goal of equal representation of women in all
decision-making bodies and groups of the Caucus, and be it further Resolved,
that the Episcopal Urban Caucus call upon all commissions, committees, agencies
and boards of the Episcopal Church and affiliated independent organizations to
adopt this goal.
9. The Mining Industry
RESOLVED, That the Episcopal Church, through the efforts of EPPN* encourage
the federal government to vigorously enforce regulations relating to the clean
air act and mine health and safety regulations.
10. General Convention Budget: 2007-2009: Restore Justice and Mission
partnership Funding
RESOLVED, That the Program, Budget and Finance Committee and the General
Convention restore full funding in the budget for 2007 – 2009 for the justice
and mission partnerships whose line items were cut by the Executive Council in
January, 2006, for its Program Budget; and be it Resolved, that a copy of this
resolution be sent to the members of the Program, Budget and Finance Committee
and the Presiding Officers of the General Convention.
11. Affirming the Free Exercise of Religion
RESOLVED, That the management of the Episcopal Church Center survey the
relevant departments (especially Anglican and Global Affairs, Peace and Justice
Ministries and Ecumenical and Interfaith Relations) to determine any concerns
for the free exercise of their ministries due to possible warrentless
surveillance of the phone and internet communications from Anglican, ecumenical,
and interfaith partners from Provinces and Churches in Arab or Muslim regions of
the world; and be it further Resolved, that should there be concerns expressed
about interference with the free exercise of any of these missions or
ministries, the Episcopal Urban Caucus calls on the Executive Council to direct
its legal counsel to file suit in Federal Court for the violation of this
Church’s First Amendment “free exercise” rights due to warrentless surveillance
by the National Security Agency; and be it Resolved, that a copy of this
resolution be sent to the National Security Agency; and be it Resolved, that a
copy of this resolution be sent to management and the Executive Council.
